(1618) Yale Cyclops: Defect or Design?

In video 1618 I look at a antique Yale Cyclops padlock and pick it open. Eventually. WHY was it difficult? A design element or some defect due to age? What do YOU think? Put your ideas in the comments.
FOLLOW UP: My first thought was that there were multiple actuators located throughout the warding but someone posted the patent drawings.... and it looks like the two actuators are independent of each other and quite small & well hidden behind the rearmost warding. Perhaps a good dose of gunk was added in for good measure, making it difficult to manipulate the actuators.
