Adding icons packs can be a little confusing if you are new to Elementary OS let alone Linux in general. Once you get an understanding of it, then it becomes like clockwork.

Locate your icons folder at usr/share/icons and extract them there.

You will need to restart your computer to have Elementary Tweaks recognized.
