As Her Majesty the Queen Elizabeth II, Queen of Australia and her other realms & territories, resides in the United Kingdom, her Personal Flag for Australia represents her presence in the country. At this event, whose purpose is to celebrate the Queen, the Governor-General as Viceroy cannot fully stand in the place of Her Majesty.
