The Philippine Defense Sec. Gilberto Teodoro Jr.’s cautious stance on the Multirole Fighter Project

The Philippine Air Force’s long-awaited Multirole Fighter (MRF) Acquisition Project remains unsigned despite billions of pesos already allocated for modernization. Defense Secretary Gilberto Teodoro Jr. recently explained why: while there are funds available, strict rules on soft loans, limits under the Multi-Year Obligation Authority (MYOA), and restrictions on accessing unprogrammed funds make it risky to trigger the deal right now.

Saab’s JAS-39 Gripen remains the frontrunner due to its affordability and low operating costs, but Lockheed Martin continues to push the F-16 Viper. At the heart of the issue is sustainability — ensuring the Philippines can pay for fighter jets without jeopardizing other major defense projects like submarines and missile systems.

With support from Congress, the Department of Finance, and the Department of Budget and Management, the Department of National Defense may finally have the confidence to move forward before yearend. If it does, this would be a historic milestone for the Philippine Air Force.
