IBM Lenovo ThinkPad T60: CPU stuck at 50% nominal frequency + freezes

Problem 1
CPU is stuck at 50% nominal frequency - 0,99Ghz and won't change after chaning power plan settings, no after windows reinstall or even bios factory settings.
Solution: faulty battery (or no battery) and 65W AC charger results in reduced CPU speeds in this generation of ThinkPad. 65W isn't enough to drive laptop at full power, and need to get a 90W adapter (or new battery).

Problem 2
Laptop freezes after using the cursor for about 20 seconds and wont do anything until shutting it off with the power button.
Solution: laptop freezes because of bad battery, just eject and work stable.
