Even as the second F-14 took to the skies in May 1971, political storm clouds were gathering. The VFX contract between Grumman and the Navy included a fixed inflation index of just 2 to 3 percent annually—a figure that seemed reasonable when the deal was signed. The contract was a comprehensive procurement package covering all 469 aircraft, divided into eight batches to be delivered over a decade or more. But as the 1970s unfolded, inflation began to surge far beyond the contracted rate. Grumman was locked into delivering aircraft at prices that no longer covered their costs.
