(Workaround) Unable to Change Time Zone via Settings App Windows 11 24H2

Lots of users reporting that after upgrading to Windows 11 24H2, they are unable to change time zone via Settings app.

Users who have administrator account on Windows 11 are not facing this issue and this issue is common among users who have user account and not the administrator of the PC.
