Watch as I find more tree roots with the storm water investigation and have a very different result from the other plumber. I would repair the section that had tree root entry and then I wouldn't stop the pipe behind the rocks. I would take it to the street. If both of those are done you should find the water seepage from under the rock wall on the foot path to disappear.
