Cruz defended his position by pointing to Black Republicans like Tim Scott, Burgess Owens, and Byron Donalds winning in majority-white districts as proof that the VRA is no longer needed. Hirono pushed back, reminding the committee of America's long history of poll taxes, literacy tests, and racial gerrymandering.
With Republicans holding just a 3-seat majority in the House and an estimated 16-18 seats at stake through redistricting, the political stakes couldn't be higher.
