Clearing cache and standby list cleaner is what fixed it for me I think
Basically, when in max settings, my 32gb of ram and 12gb of vram would get totally maxed out and it would cook my performance like crazy. Playing on medium/low settings fixed this for a while until I went into a raid on woods and then I started stuttering BAD. It was unplayable. I went from 130-140 to 60 and 50 with freezing and stuttering like the pc was having a seizure. I explain how I fixed this in video and in upper level of description.
