Does DocAccess Make Your PDFs ADA Compliant?
DocAccess is a new product that instantly creates an "accessible transcript" of your PDF available at a URL. Streamline, the company behind Doc Access, claims that you do not need to remediate your original PDFs "Since DocAccess creates a fully compliant, accessible HTML transcript of your PDFs, this qualifies as an "alternative format" under ADA guidelines."
However, when we look at the clear language from the ADA Title II web rule, this is not the case. Per the ADA Title II web rule fact sheet on ADA.gov:
"Under the rule, state and local governments may use conforming alternate versions as an alternative to inaccessible content only in very limited circumstances. State and local governments are allowed to do this only when there is a technical or legal limitation that prevents inaccessible web content or mobile apps from being made accessible."
So the only time alternate versions of web content, which includes documents, is permitted is when there is a technical or legal reason why the document cannot be made WCAG 2.1 AA conformant.
DocAccess's online transcripts may indeed be WCAG 2.1 AA conformant, but that doesn't make the original PDFs conformant.
