Is Club Soda Actually a Soft Drink?

Is club soda actually a soft drink? What is the difference between sparkling mineral water and club soda?

The FDA has very specific definitions that determine what can legally be called a mineral water versus a sparkling water versus a club soda. Mineral water has to contain at least 250 parts per million of total dissolved solids, those minerals have to be naturally present at the source, and nothing can be added. The moment you add minerals after the fact, you've crossed into soft drink territory. Which raises an interesting question about some of the waters sitting on your grocery store shelf right now, including one that calls itself a sparkling water on the front label but lists sodium bicarbonate, salt, and potassium chloride on the back. The label says sparkling water. The ingredients say club soda. The FDA definition says soft drink. So what exactly are you drinking?
